Yes. Telepathic magic can even work with other magical objects. You can even take it as an accessory, for a special effect. An example is when you need a hand to help to push something, and then you need to open a door and lift it when you can.

You can take an object to be activated at any time. That object will be sent out of the way if you activate it. Your character can make that reaction by taking a move action in that area, or you can take a special magical device and use it to create a specific effect.

I need a specific magic item. Is that possible through using this character’s spellbook

Yes. You can cast it through the character spellbook, but we’re still working on making the item a permanent spellcaster class feature. You can even bring something that works like a spellcaster spell or other item into your game using a spellcaster spell list. That would give a character a full set of possibilities.
