Berlin’s Mayor Frank-Walter Steinmeier has issued a ban on people wearing the colours of the German national flag in Europe.
Mr Steinmeier said the colour of the German flag was a symbol of freedom and the state.
There were clashes with police and the EU later on Monday.
But Mr Steinmeier said the German flag did not have a special colour.

He said that the colour of the German flag had no special meaning because the German state is not a nation, while the country of its origin was a state.
But he said Berlin should start implementing a new policy in October by saying they are in immediate contact.
The mayor also said he welcomed further progress made on security issues with Europe and on immigration within the European Union.
But he also criticised a ruling on whether EU institutions should change the way in which they enforce national laws.

Mr Steinmeier’s move comes even as France (MEP) says it wants to change its constitution to make it clear that it accepts the country’s EU laws - notably EU law.
The EU has yet to announce an official stance.
‘Big challenge’
Mr Steinmeier’s government faces political pressure from the Chancellor Angela Merkel’s conservative Democratic Party (CDU) to change the constitution of the 26-nation EU.
A statement on Sunday evening by Prime Minister Frank-Walter Steinmeier had called for a big challenge.
He said the law should protect national security of EU state institutions, a message echoed by Berlin’s Christian Social Union’s CDU.
A big challenge is that all these institutions could never be taken over by the big powers and therefore they must be reformed by a new parliament to ensure national security, the statement said.
Mr Steinmeier also asked on Thursday to clarify whether Germany could be exempted from having its territory covered by a special passport scheme.
