A new bill to expand the definition of rape into child sex exploitation involves the Department of Justice. The bill is being sponsored by Rep. John Conyers (D.-Mich.). Rep. Conyers (R-Mich.), who is a top Democrat in Congress, said on Thursday he would introduce a bill to amend the Violence Against Women Act to make it the same thing, as well.

The Violent Rapes Act of 1978 was introduced by Rep. Henry Cuellar (D.-Texas) in the House Judiciary Committee. In the Senate, Democrats are debating similar legislation that would have included protections for minors against sexual assault. Both the House and Senate have tried to change the definition out of a lack of legislative support and an effort to change the language.

Cuellar said, The violence against women needs to be changed so that people have the opportunity to make sense of an injustice they didn’t even know existed.

In his bill, Congress will also have to decide whether to support the legislation or take the government out of the hands of child predators.

The proposed legislation in question would also make it a crime for anyone who intentionally, or knowingly, commits an abuse of a substantial, serious or substantial threat of physical or mental anguish to commit an act of rape or incest, rape, sodomy or to engage in a sexual act without first obtaining the consent of a person under 18 years of age.
